Thurgood Marshall College Fund Statement Of Support for “HBCU PARTNERS Act” Legislation

WASHINGTON, DC (February 6, 2019) – “The Thurgood Marshall College Fund (TMCF) is proud to support the ‘HBCU Propelling Agency Relationships Towards a New Era of Results for Students Act’ (HBCU PARTNERS Act) introduced today by Senator Chris Coons (D-DE), Senator Tim Scott (R-SC), and Representative Alma Adams (D-NC12) and Representative Mark Walker (R-NC6) at Senator Scott’s and Congressman Walker’s annual HBCU Fly-In.

For several months, TMCF has worked diligently with the sponsors and the members of the Trump Administration to find common-sense solutions to codify the important partnerships between the Historically Black Colleges and Universities (HBCUs) and federal agencies.

Having all federal agencies formally develop and submit annual plans for increasing HBCU capacity building for grants, contracts, and cooperative agreements, to Congress so that Congress can hold them accountable is critical. Self-evidently, Congressional oversight is important to ensure that the most important elements of President Trump’s HBCU Executive Order are not only developed but acted upon.

The only way that our HBCUs can truly reap the full benefits of the Executive Order is through this historic new legislation. This legislation is demonstrative of TMCF’s continuing efforts to work in a bipartisan fashion with the Congressional HBCU Caucus and the entire 116th Congress on behalf of our 47 member-schools.

We urge leadership from both chambers and subsequent committees to support this legislation, bring it to the floor and send it to the President for signature as quickly as possible.” Dr. Harry L. Williams
