The Thurgood Marshall College Fund (TMCF) is the nation’s largest organization exclusively representing the Black College Community. TMCF member-schools include the publicly-supported Historically Black Colleges and Universities (HBCUs, Historically Black Community Colleges (HBCCs), and Predominantly Black Institutions (PBIs)

The Talent Manager plays a critical role in advancing organizational impact by stewarding strategic partner relationships and owning the full talent management lifecycle. This role is accountable for building and sustaining high-quality candidate pipelines, aligning partner workforce needs with student talent, and delivering measurable outcomes that advance partnership effectiveness and student career preparedness. 

This role owns end-to-end talent management execution, overseeing strategic sourcing, candidate coaching, stakeholder communications, and pipeline management, while leveraging data and systems to continuously improve outcomes and performance. The Talent Manager also designs, curates, and delivers career readiness and talent development programming that equips students with relevant talent development competencies and positions them competitively for employer networking, internships, and early-career opportunities.

Success in this role requires a highly organized, relationship-driven professional who can operate cross-functionally, manage multiple workstreams, and translate strategy into execution. The Talent Manager serves as a trusted advisor to partners and students alike, balancing operational excellence with a strong commitment to equity, access, and outcomes.

Reports To:

Director of Talent Development and Career Readiness Programs

Responsibilities:

  • Build and maintain strong relationships with HBCU/HBCC/PBI faculty, career services, and campus leadership
  • Serve as the primary point of contact for campus partners across assigned institutions
  • Coordinate campus-based recruitment, engagement, and talent activation efforts
  • Align campus strategies with institutional priorities and student success goals
  • Strengthen campus trust and engagement to support sustained pipeline development
  • Collaborate with campus stakeholders to identify high-potential students for targeted opportunities
  • Ensure clear, timely communication with campus partners to drive alignment and execution
  • Represent the organization with professionalism and credibility across all campus engagements
  • Steward and grow relationships with corporate partners
  • Align partner workforce needs with student talent pipelines
  • Serve as a strategic advisor to partners, ensuring value delivery and measurable outcomes
  • Identify opportunities to expand partnerships and deepen engagement
  • Lead end-to-end talent lifecycle, including sourcing, screening, selection, coaching, and placement
  • Build and sustain high-quality candidate pipelines aligned to partner priorities
  • Oversee candidate engagement strategies to drive participation and conversion
  • Manage communications with candidates, campus stakeholders, and partners
  • Design, curate, and deliver career readiness and talent development experiences
  • Ensure programming equips students with talent development and career readiness competencies
  • Facilitate workshops, coaching, and learning experiences that prepare students for internships and early-career roles
  • Integrate experiential learning, employer engagement, and professional skill-building
  • Leverage ATS/CRM systems to manage pipelines and ensure data integrity
  • Track and analyze key performance metrics to inform strategy and continuous improvement
  • Produce survey reports and insights that demonstrate outcomes to internal and external stakeholders
  • Implement process improvements to enhance efficiency and impact
  • Partner with internal teams to align recruitment, programming, and partner deliverables
  • Manage multiple concurrent workstreams while meeting timelines and quality standards
  • Contribute to strategic planning and execution across talent initiatives
  • Uphold a strong commitment to equity, access, and student success
  • Manage program budgets to ensure strategic alignment with career readiness and talent development objectives
  • Develop and monitor line-item budgets for related programming and campus engagement travel
  • Allocate resources to maximize student impact and partner value
  • Track expenditures against forecasts to ensure fiscal accountability and compliance
  • Identify cost efficiencies while maintaining program quality and outcomes
  • Prepare budget reports and summaries for internal leadership and external partners
  • Ensure all program-related expenses adhere to organizational policies and funder requirements
  • Collaborate with Finance to support accurate forecasting, approvals, and reconciliation
  • Other duties as assigned

Required Competencies and Qualifications:

  • Bachelor’s Degree from an accredited college or university in Business Administration, Human Resources, or a related field
  • 3-5 years of full-cycle recruiting experience from sourcing through offer, with knowledge of University Recruiting or University Campus engagement.
  • Proficiency in using Applicant Tracking Systems with the ability to navigate and utilize the system effectively to manage and track candidate applications, schedule interviews, and maintain candidate profiles and databases.
  • Demonstrated experience in navigating and utilizing Customer Relationship Management (CRM) systems.
  • Proven experience in project management, with a strong track record of successfully managing multiple projects simultaneously without sacrificing quality of work performance.
  • Demonstrated experience in setting strategic goals and tasks in an innovative and fast-paced environment; excellent critical thinking, problem-solving, organizational, analytical skills, and executional ability.

Additional Information:

Compensation

The anticipated compensation range for this position is:

Annual Salary: $60,000 – $65,000 annually 

Bonus eligibility:  Up to 5% of Annual salary  

Actual compensation will be determined based on relevant experience, skills, internal equity, and organizational needs, in accordance with applicable laws.

Work Environment & Physical Requirements 

This position may involve extended computer use, lifting up to 15 pounds, and require evening and weekend work. Participation in and assistance with special TMCF events may necessitate a temporary change in normal working conditions, including a shift in days or hours worked, and/or working in alternative locations (e.g., outdoors).
