Thurgood Marshall College Fund (TMCF) is the nation’s largest organization exclusively representing the Black College Community. TMCF member-schools include the publicly-supported Historically Black Colleges and Universities (HBCUs, Historically Black Community Colleges (HBCCs)) and Predominantly Black Institutions (PBIs).
The Talent Recruiter will specialize in delivering comprehensive talent recruitment services, including collaborating closely with TMCF member institutions identifying, engaging, and attracting high-potential students from HBCCs, HBCUs, and PBIs to support the hiring needs of TMCF employer partner agreements and internal programmatic activations. This role will also lead the execution of high-engagement recruitment data on campus and external engagement opportunities to ensure sustained pipeline visibility, strong candidate conversion, and overall talent pipeline health, while also driving participation in TMCF student-facing conferences and programs and strengthening long-term talent cultivation.
The Talent Recruiter will ensure data integrity across the CRM/ATS systems to support proactive pipeline engagement and rigorous initial candidate review. This work will intentionally cultivate a cadre of highly motivated, career-ready students who consistently demonstrate the competencies, professionalism, and readiness sought by the Fund’s corporate and agency partners.

Responsibilities:
- Build and maintain strategic partnerships with HBCC, HBCU, and PBI career centers and students to strengthen institutional relationships and expand high-quality candidate pipelines.
- Represent TMCF on site campus engagements, conferences, and partner activations to elevate brand presence and engagement.
- Stay informed on hiring trends and employer expectations to ensure recruitment strategies remain competitive and relevant.
- Develop and actively manage a dynamic talent pipeline to support current and future recruitment priorities.
- Execute multi-channel sourcing across job boards, social platforms, campus networks, and referral channels to identify high-potential talent.
- Lead targeted outreach through personalized engagement, strategic phone screens, and virtual and in-person recruitment events.
- Partner with Talent Managers and Talent Success Coaches to align sourcing strategies with real-time hiring needs and student development opportunities.
- Conduct initial candidate assessments to evaluate academic alignment, competencies, and professional readiness.
- Provide candidate readiness support, including resume feedback, mock interviews, and brief coaching conversations.
- Effectively manage multiple priorities in a fast-paced environment while consistently meeting timelines and performance expectations.
- Track candidate progression in the CRM/ATS, ensuring accurate documentation of applications, interviews, and outcomes.
- Implement proactive strategies to reduce application drop-off and increase completion rates.
- Analyze recruitment data and generate regular reports to assess pipeline health and recruitment effectiveness.
- Continuously refine recruitment processes and contribute innovative practices that improve placement outcomes.
- Stay informed on hiring trends and employer expectations to ensure recruitment strategies remain competitive and relevant.
- Prioritizes effectively and manages competing demands as a remote employee completing work assignments and being available during TMCF business hours.

Required Competencies and Qualifications:
- Bachelor’s degree in a related field (e.g., Human Resources, Business, Career Counseling) or equivalent experience.
- 5-10 years of experience in talent acquisition, campus recruitment, or higher education partnerships.
- Proven ability to manage high volumes of work while maintaining accuracy and quality.
- Proficiency in ATS and CRM platforms to manage pipelines, track candidates, and maintain data integrity.
- Strong understanding of early talent hiring markets, employer expectations, and workforce trends.
- Demonstrated ability to set priorities, think critically, and execute effectively in fast-paced environments.
- Ability to perform under pressure, meet deadlines, and adapt to changing priorities.
- Strong communication and relationship management skills across diverse stakeholders.
- Strategic and creative thinker who translates business needs into actionable recruitment plans.
- Flexibility to work evenings and weekends as required.
- Familiarity with HBCC, HBCU, and PBI ecosystems, culture, and student populations.
- Proficient in the use of Microsoft 365 (Microsoft Word, Excel, PowerPoint) and/or Google Workspace (Google Documents, Sheets, Slides) tools.
Additional Information:
Compensation
The anticipated compensation range for this position is:
Annual Salary: $60,000 – $65,000 annually
Bonus eligibility: Up to 5% of Annual salary
Actual compensation will be determined based on relevant experience, skills, internal equity, and organizational needs, in accordance with applicable laws.

Work Environment & Physical Requirements
This position may involve extended computer use, lifting up to 15 pounds, and require evening and weekend work. Participation in and assistance with special TMCF events may necessitate a temporary change in normal working conditions, including a shift in days or hours worked, and/or working in alternative locations (e.g., outdoors).
